Kuempel Estates in Pflugerville: New Construction With a 1.9% Tax Rate

Kuempel Estates is a small new-construction pocket on the east side of Pflugerville, carved off next to the Carmel neighborhood, with a tax rate of about 1.9%. There's no PID here, which is why the rate is so low for this area. Homes started around $500,000 when I toured in August 2025.

The tax rate, and why it's low

This is the headline. As of August 2025, the tax rate in Kuempel Estates was about 1.9%. That's shockingly low for new construction around here. It's one of the lowest rates anywhere in Pflugerville.

The reason is the PID, or rather the lack of one. A PID is basically a loan the developer takes out to put in the infrastructure, the roads and utilities, up front. That loan shows up in your tax rate. Carmel, right next door, is in a PID. Kuempel Estates is not, and it sits outside city limits.

On a home in the $500s to $700s, that difference adds up to thousands of dollars a year, just by being on this side of the fence. It makes a huge, huge difference, and it just doesn't exist around here.

In my October 2025 Pflugerville guide, Kuempel Estates was still under 2%, a higher-end option outside the highest east-side taxes.

The HOA includes fiber internet

As of August 2025, the HOA was $84 a month. There are no amenities, but it includes AT&T fiber internet. For comparison, I pay $88 a month for fiber at my house, which is more than the entire HOA here.

I don't know anybody who doesn't have internet at home, so this seems like a great compromise.

One thing to know: Kuempel Estates is not part of the Carmel HOA. You don't get access to Carmel's pool. The walking trails do connect, though.

Location and commute

Kuempel Estates is on the east side of Pflugerville, the first suburb north of Austin on I-35. Jump on the toll road and you can be at the Domain or downtown well under 30 minutes without traffic.

Lake Pflugerville is very close, with its beach area, fishing and kayaking. The big H-E-B that opened on the east side is right around the corner.

Schools

The elementary, middle and high school are technically in the neighborhood next door, Carmel. They're connected and within walking distance of the homes here. In my Carmel tour, I noted they're among the highest rated in Pflugerville ISD.

Homes, lots and prices

The builder carved this pocket off Carmel, which has been around for about 15 years. It was in the early stages when I toured, with more to come.

There are a lot of greenbelt lots, with walking paths through the greenbelt areas.

The floor plans were designed specifically for this community, and there were two models. Features I saw in the model, many of them options:

  • Engineered hardwood
  • Custom carpentry on the stair railing
  • Iron front door
  • Waterfall islands
  • Large windows, with a sliding glass door option
  • A gourmet kitchen upgrade with KitchenAid appliances

As of August 2025, homes started at about $500,000. Most buyers option them into the low $500s up to the mid $700s. Truly, the value out here is really good.

Who Kuempel Estates fits

Pros:

  • About 1.9% tax rate with no PID
  • HOA includes fiber internet
  • Walking distance to Carmel's schools
  • Greenbelt lots and connected trails
  • Close to Lake Pflugerville and H-E-B

Cons:

  • No pool or amenity center; no access to Carmel's pool
  • You'll likely use toll roads to get into town
  • Still early, so expect construction around you for a while

It fits buyers who want new construction and care more about their monthly payment than a community pool. When I work for you, you get me. I show the homes, I negotiate and I'm the one who answers your call. You're never handed off to a teammate you didn't choose.

My honest take
Kuempel Estates has a selling point that is honestly unbelievable for this area: a tax rate around 1.9% on brand-new homes. You give up a pool, but you get fiber internet in the HOA and a lower payment every month. Truly, the value out here is really good. Let's go pick your lot together.
